Using a question-and-answer format, this publication offers legal guidance to local governments addressing issues such as proper billing for utility services provided; liability for water, wastewater, and solid waste utility fees; and what happens when a customer does not pay. Legal guidance is based on applicable constitutional and statutory provisions and case law from North Carolina and other jurisdictions that have developed over the course of many years and become common law.
